Behavior: Extracts the EdgeCaster identity key from the request headers. If a valid key is found, returns the XML control data for the associated channel. Logs the requesting IP address for auditing.
Authorization: No authorization required.
Side Effects: None.
Error Scenarios: Returns 404 Not Found if the identity key cannot be determined from the request headers.
