Behavior: Performs two search index queries: one to retrieve all county records and another to retrieve all enabled live streams. Counties are returned as lookup models with their IDs and descriptions. Live streams are returned as asset reference models enriched with description, short description, associated county IDs, live channel status, status name, and output video URL. Disabled streams are excluded from results.

Authorization: No authorization required. This is a publicly accessible endpoint.

Side Effects: None. This is a read-only operation.

Error Scenarios: If no counties or streams are found, the response returns an empty Nomad.Api.Portal.CoJudicial.Models.StreamsModel with empty county and stream lists. If the search service encounters an error, the exception propagates to the caller.
