Refreshes a specific live channel at a given point in time.

https://localhost:44395/api/liveChannel//refresh/

Behavior: Synchronizes the state of the specified live channel with its underlying cloud resource. The UTC date-time ticks parameter allows specifying the reference point for the refresh; if the value cannot be parsed, the current UTC time is used.

Authorization: Requires a valid Bearer token.

Side Effects: Updates the cached state of the specified live channel.
