Creates media builder items from annotations of a source asset.

Behavior: Creates media builder items from the annotations of the specified source asset and adds them to the specified media builder. Returns the change tracking results for all created items.

Authorization: Requires an authenticated user (class-level [Authorize]).

Side Effects: New media builder item records are persisted in the data store based on source asset annotations.

Error Scenarios: Returns 401 if the user is not authenticated. Returns 400 if the IDs are invalid.
