Creates a new live channel and requests provisioning of the underlying system resource.

Behavior: Creates a new live channel record and initiates resource provisioning. The channel is not available immediately; it will have a status of Nomad.Common.Enums.LiveChannelStatuses.Creating until provisioning completes. Use the M:Nomad.Controller.Live.LiveChannelController.New endpoint to obtain a starter template.

Authorization: Requires a valid Bearer token.

Side Effects: Creates a live channel record and initiates cloud resource provisioning.
