Delete a person by ID.

Behavior: Permanently deletes the person with the specified ID.

Authorization: Requires a valid Bearer token (class-level [Authorize]).

Side Effects: Permanently removes the person record.

Error Scenarios: Returns 400 if the ID is empty.
