Creates or updates a user account.

https://localhost:44395/api/admin/security/user

Behavior: Saves the user profile. If the user does not exist, a new account is created. If the user already exists, the profile is updated with the provided values. Returns the saved user profile.

Authorization: Requires a valid Bearer token.

Side Effects: Creates or updates a user account in the identity provider and system.

Error Scenarios: Returns 400 if the user model is null. Returns 404 if the save operation fails.
